CITY OF VERGENNES WARNING
The legal voters of the City of Vergennes, Vermont, are hereby notified and warned to meet at Vergennes Fire Station, 50 Green Street, in the City of Vergennes on Tuesday, December 19, 2023, between the hours of nine o’clock (9:00) in the forenoon (a.m.), at which time the polls will open, and seven o’clock (7:00) in the afternoon (p.m.), at which time the polls will close, to vote by Australian ballot upon the following Article of business:
ARTICLE I
Shall general obligation bonds or notes of the City of Vergennes in an amount not to exceed One Million Seven Hundred Fifty Thousand Dollars ($1,750,000), subject to reduction from the receipt of available state and federal grants-in-aid, be issued for the purpose of financing the cost of a heavy rescue truck, a used ladder truck and replacing radio systems, the estimated cost of such improvements being One Million Seven Hundred Fifty Thousand Dollars ($1,750,000),?
The legal voters of the City of Vergennes are further notified that voter qualification, registration, and absentee voting relative to said special meeting shall be as provided in Chapters 43, 51 and 55 of Title 17, Vermont Statutes Annotated.
The legal voters of the City of Vergennes are further notified that an informational meeting will be held on Tuesday, December 12, 2023, at the regularly scheduled meeting of the Vergennes City Council, Vergennes Fire Station in the City of Vergennes at 5:45 pm, for the purpose of explaining the proposed article.

This position also supports the general administrative and customer service function of the office.

- Planning Commission (2 positions open) The Planning Commission's primary role, as its name implies, is to plan. A Planning Commission is a body of citizens that serve within local government, acting as an advisory group to the municipal governing body on issues and policies related to planning, land use regulation, and community development.
- Parks & Recreation Committee (2 vacancies) What does the committee do? It supports our Recreation Department in their goals and efforts to provide recreation and program opportunities.
Annual Vergennes Memorial Day Parade, 2023
This year’s Memorial Day Parade theme is “Honoring & Remembering All Who Served”. The parade will be held on Monday, May 29th at 11:00am. Following the parade, a ceremony honoring our service men and women will be held in the park. The parade marshal this year is Karlene Devine. A chicken barbeque will be held at American Legion Post # 14 from 12:00 noon until they are sold out. All groups and individuals wanting to be in the parade, please complete forms on the link below or stop by American Legion Post # 14, located at 100 Armory Lane, Vergennes, Vermont for a paper copy. Registrations must be received by May 19, 2023. Once your registration form has been submitted, you will get a confirmation reply and a list of parade rules and procedures containing arrival times, line up procedures and other important information.

Hosting since 1946, the parade honors all the men and women who have served our country during times of conflict. The American Legion Post #14 will host its annual chicken BBQ following the parade at 100 Armory Lane in Vergennes.
CALLING ALL ARTISTS! Help us reimagine the Green Street Bus Shuttle Area
Based on the input from the community which paved the way for the recent Municipal Public Art plan, this project is the first of additional installations envisioned
throughout Vergennes on both public and private properties. The finished installation should add to a sense of community and inclusivity for both residents and visitors. It should also be non-political and have a universal appeal. The chosen project must, ideally be completed by December 1, 2023 or at the latest, March of 2024. It will be maintained by Tri-Valley Transit and the City of Vergennes.

The City of Vergennes Recreation Department is hiring part time summer seasonal help at the Sam Fishman Memorial Pool. We are hiring lifeguards, swim instructors, swim instructor assistants, and office staff. Please email recreation@vergennes.org for more information and to request an application.

Scouting Salute to Veteran's Parade

Greetings Vergennes area residents, I am excited to announce that Troop 539 has been asked to host the annual Scouting Salute to Veteran's parade on 11/6/2021. The parade will commence at 11 am starting at Vergennes Union High School and conclude at Vergennes Union Elementary School. The route will be Monkton Rd to Main, to Green, to East St. Troop 539 has become the largest scouting unit in the Green Mountain Council and we look forward to welcoming scouters from across the state to Vergennes to honor our brave men and women who have served in our armed forces. We would love to see as many community members as possible along the route to support this amazing event. Any veteran that wishes to participate in the event is welcome and can reach out to me directly for more info. Thank you to American Legion Post 14, the City of Vergennes, Vergennes PD as well as other volunteers to help make this happen!

Update from City Hall
Vergennes Receives $3 Million Federal Appropriation for Macdonough Pump Station improvements! Our sincere thanks to Senator Patrick Leahy and staff (Tom Berry, Andrew Bahrenburg and Chris Saunders) for securing a federal appropriation of $3 million through the EPA's State and Tribal Assistant Grant or STAG program. This $3 million is the first of three appropriations Leahy's office is advancing in the US Senate; this funding will be directed to the Macdonough Pump Station improvements. Where are we with our Wastewater Treatment Facility Upgrade Project? Preliminary engineering, as part of the Long Term Control Plan, is underway for the Macdonough Pump Station and scheduled to be completed in December 2021. Construction phase could begin by June 2022.
Otter Creek Docks CLOSED on Falls Park side until further notice: The engineering firm Hoyle Tanner & Associates, Inc. has led an inspection of the Falls Park docks and determined the sheet piling retaining wall from the water side is in very poor shape and is at risk of a shear or flexure failure. This area will continue to be closed to the public until it is repaired. Hoyle Tanner will assess conceptual alternatives to stabilize the wall in a temporary condition (for approximately 2-5 years) until the full replacement can be constructed. More information to follow, particularly a rough cost estimate.
Land Records and Maps Going Online. Land records (for a 40-year search) and interactive tax maps will be available online by this Fall, 2021. Full search capability, back to the late 1800s, will be our next project! Also on our FY 22 "to do" list: initiating on-line payment capability for sewer fees and property taxes.

Mask Resolution Rescinded
At last night's meeting, the Vergennes City Council lifted the mandate requiring the wearing of masks in all retail and dining establishments, as well as public buildings in the city.
- Individual businesses may choose to continue requiring that masks be worn in their establishments. We respect and support those requirements.
- If your place of business continues to require the wearing of masks, please see that signage is appropriately displayed.
- Capacity signage can now be removed from your entries as well.
- City Hall restrooms are now open for visitors (M-F during office hours)

Vergennes Doggie Plunge - September 26
The Vergennes Pool will be hosting a pool party for Dogs! Bring your pooch to the Vergennes Pool, 46 East Street, on September 26th and watch them have fun. This event is a fundraiser to help the Vergennes Pool meet its 2020 summer financial goal. Any remaining money at the end of the summer will be used for improvements in the spring. The cost will be $10 per dog with a maximum of two dogs per human.

Milling of side roads will wrap up at the end of the work day today. Any remaining side roads that require milling are currently scheduled to be milled the week of June 8th .
Driveway culvert work on the south end of the project will continue today and tomorrow. Expect flagged one-way traffic in this area. Delays will occur.
Work on shoulder widening and berm removal on the south end of the project (south of the bridge) is currently scheduled for next week. An alternating one-way traffic pattern will be in effect in the area of this operation. Expect delays.

As part of Governor Scott’s “Work Smart, Stay Safe” order, all construction crews are currently subject to certain safety restrictions.
Milling of side roads is scheduled for tomorrow and will continue on Tuesday and Wednesday next week.
Work on shoulder widening on the south end of the project (south of the bridge) is very tentatively scheduled for next week. It is likely this work will be pushed back to the week of June 1st.
Traffic Impacts:
Please expect alternating one way traffic in the vicinity of the active milling operation. Flaggers will be onsite helping to direct the flow of traffic. Expect delays and add extra time to your travel plans.Main Street Resurfacing Update

Due to unforeseen circumstances, the milling schedule has changed.
Milling of the downtown portion of the project will take place today, 5/19 and Wednesday, 5/20.
The contractor will be milling the southbound lane of the project all day today. This includes the southbound side of Main Street. Parking on the southbound side of the street will be restricted and will reopen as soon as possible.
Parking along the northbound side of the street will remain open all day today (5/19).
Milling tomorrow will occur along the northbound lane of the project and will continue all day northbound. Parking on the northbound side of the street will be restricted and will reopen as soon as possible.
Parking along the southbound lane will remain open all day on Wednesday, 5/20.
Traffic Impacts:

Main Street Resurfacing Update
The contractor has completed milling operations along Green St.
Milling operations have moved to the Panton town line and are progressing northerly toward downtown Vergennes. It is anticipated that milling operations will get to the bridge over the Otter Creek by the end of the work day today.
On Monday, 5/18 the plan for milling is to skip the downtown section and begin at the Ferrisburg town line and mill south toward downtown.
On Tuesday, 5/19, milling is expected through the downtown area from McDonough Drive to the Town Hall. Milling in downtown will take one entire day to complete.
Parking will be limited on Tuesday while the contractor mills the roadway. Every effort will be made to keep as much parking open as possible, and to re-open parking as quickly as possible. There is a strong possibility that parking on both sides of Main St. will be closed simultaneously for a period of approximately 3 hours. Again, every effort will be made to re-open parking as soon as possible.
On Thursday and Friday the contractor will begin milling side roads along the project.
The City of Vergennes has approved day work along the project until June 1st. After that date, the contract requirements for night work in the downtown area will be placed back into effect.

The City of Vergennes will again be hiring approximately 40 employees during school vacation (April 18-22, 2016) to assist the Public Works Department with spring clean-up: raking, sweeping, etc. Applicants must be at least 14 years of age. The work day is 7 am until 3:30 pm. Those interested need to sign up at City Hall; bring 2 forms of acceptable ID.

Winter Parking Ban
As a reminder, the 1st of December is the beginning of the winter parking ban ordinance for the city of Vergennes, and it stays in effect through 31st of March. Vehicles left unattended on city streets from the hours of 2:00 a.m. through 6:30 a.m. may be towed and the owner of the vehicle will be issued a ticket. This parking ban is in place to give our highway workers free access to the city streets when conducting snow removal. If your vehicle is towed, you must pay the towing fee and the ticket fee at the City Clerk’s office before your vehicle will be released.

As part of Governor Scott’s “Work Smart, Stay Safe” order, all construction crews are currently subject to certain safety restrictions.
Milling of side roads is scheduled for tomorrow and will continue on Tuesday and Wednesday next week.
Work on shoulder widening on the south end of the project (south of the bridge) is very tentatively scheduled for next week. It is likely this work will be pushed back to the week of June 1st.
Traffic Impacts:
Please expect alternating one way traffic in the vicinity of the active milling operation. Flaggers will be onsite helping to direct the flow of traffic. Expect delays and add extra time to your travel plans.City Hall Closed Thursday July 15th

Scouting Salute to Veteran's Parade

Greetings Vergennes area residents, I am excited to announce that Troop 539 has been asked to host the annual Scouting Salute to Veteran's parade on 11/6/2021. The parade will commence at 11 am starting at Vergennes Union High School and conclude at Vergennes Union Elementary School. The route will be Monkton Rd to Main, to Green, to East St. Troop 539 has become the largest scouting unit in the Green Mountain Council and we look forward to welcoming scouters from across the state to Vergennes to honor our brave men and women who have served in our armed forces. We would love to see as many community members as possible along the route to support this amazing event. Any veteran that wishes to participate in the event is welcome and can reach out to me directly for more info. Thank you to American Legion Post 14, the City of Vergennes, Vergennes PD as well as other volunteers to help make this happen!

Goal of the analysis was to provide the City with data-based insight on
- how the existing resources are being utilized
- whether they can be redeployed to reach agency and community goals for officer availability and other needs
- efficacy of current practices
- efficacy and impact of current shifts and schedules
